Identity Management must be activated before it can be used. After activation, you can use this service free of charge.
Prerequisites
Activated the Group Account Services and established the multi-account organizational structure of the enterprise.
Only the administrative account of a Group Account or a CAM user with permissions under that administrative account can activate Identity Management. The details are as follows:
Administrative Account (Root Account)

2. In the TCO console directory, click Identity Management Overview.
3. On the Identity Management Overview page, click Activate Now.
4. When activating, fill in the Space Name. The name must be globally unique.
The Space Name will be used in the user login URL subsequently and cannot be modified.
During space creation, the service-related role (Orgnization_QCSLinkedRoleInCIC) is automatically created in Identity Management to access your resources in other cloud services.
5. click OK.
